Paris Pact - Phase IV and the Vienna Declaration

Since 2003, the Paris Pact Initiative (PPI) has grown into a key international coalition, now comprising 58 partner countries and 22 organisations, including UNODC. It provides a vital platform for consensus-building, linking high-level political commitment with practical technical assistance on the ground. By strengthening cooperation among counter-narcotics actors worldwide, the Paris Pact supports coordinated policy-making and evidence-based interventions to tackle the illicit traffic of opiates originating in Afghanistan.

The Initiative focuses on major opiate trafficking routes, with priority countries in West and Central Asia and South Eastern Europe, while also adapting to emerging threats along the southern route. Its priorities and actions align closely with international drug control conventions, the 2009 Political Declaration and Plan of Action, UN General Assembly resolutions, and the Sustainable Development Goals, ensuring a coherent and globally relevant response.

Through its multi-layered approach, the Paris Pact continues to play a crucial role in monitoring trafficking trends, coordinating international efforts, and supporting countries affected by the opiate trade. As global agendas evolve and Afghanistan enters its Transformation Decade, the Initiative remains an essential bridge between political will and on-the-ground action to reduce the harm caused by illicit drugs.
